Job summary

To act as the University Hospitals of Leicester NHS Trust Car ParkManagement Subject Matter Expert (SME). Undertaking the lead rolerelating to the management of all Car Parking Strategy, tactical andOperational needs in support of its Colleagues, Patients and Visitors,focusing on the Management of a finite delivery procedure enablingsmooth operation of the Parking Experience for all.

Holding primary responsibility for production, custodian, andimplementation of UHL Car Park Policy and well as the custodian of thedevelopment deployment and delivery of the Car Park ManagementSystem (CPMS) and the associated field Equipment.

Develop ownership monitoring and reporting of the CPMS, developingthe needs of the CPMS with the UHL's chosen provider. Work flexibly topromote continue process development of the system, creating a mindsetof continual development in the building of the automated process. Utilisethe entire Car Park Management Team to promote smarter working withthe CPMS, gaining ongoing engagement in its development from theteam.

To work alongside the Travelwise Manager in understanding the TravelAction Plan impact on the Car Park Strategy. Utilise the Travelwisemanager as an implementation partner in the delivery of the UHL carparking policy across UHL estate.

Main duties of the job

The role of Car Park Manager is imperative in the link across the UHL estate in developing, delivering, and enforcing where appropriate key requirements of the Car Park Policy, through the CPMS, Integrating needs of the Travel Action Plan, and the Integrated Transport Strategy.

The role will develop links across the following groups:Engineering & Facilities Leadership Team.UHL Communications Team.Car Park Team.Third Party CPMS and field Equipment Providers.Car Park Enforcement Requirements.Car Park Cash Collection.UHL Internal Colleagues / User Groups. Volunteer Groups / Staff

Representatives.Clinical Medical Groups and Corporate AreaExternal delivery Groups such as the Leicester City Council (LCC)Professional consultancy groups providing ad-hoc and planned support to the UHL CPMS and associated Traffic Flow Management.NHS England within SME area.

The post holder will be responsible for raising awareness of Car parking Strategically, tactically, and operationally.

Providing SME support toCapital projects Groups in delivery of UHL Hospital Improvements.

Job responsibilities

KEY RESULT AREASSubject Matter Expertise for the UHL Car Park Management.Production, ownership, and implementation of the Car Park Management Policy including regular updates.

Work alongside the Travelwise Manager in the role for SME and implementation partner in the delivery of the UHL Car Park Management Policy and the Travel Action Plan across the UHL Estate.

Promote the concept and development of the Car Park management System throughout the UHL, through Implementation and ongoing via internal platforms.

Be part of the Travelwise Managers focus and working groups built of singular or across multi functions to utilise peer group and wider expertise to support solutions.

Lead where appropriate SME skills lead such as CPMS.

Act as UHL SME for Car Park Management as a key member of the Car Park Strategy Group (CPSG).

Supporting awareness of the Travel Action Plan, and external influences such as the LCC requirements when considering Car Parking Strategy across the UHL.

Report via the CPSG the pre agreed CPMS reports to enable short medium- and long-term decisions to be made as well as the incubator for improvements and feedback.

Provide ongoing governance, review, and audit of delivery against the CPMS.

Establish mutual working with the Travelwise Manager in delivery of the Car Park Management Policy including regular review of all things Car Park Management System reporting wise.

Utilise all reports from CPMS to support Financial, Governance and Real Estate needs from Reconciliation of Permit costs to Car Park lease requirements.

Develop and implement the needs of patients and visitors needs and requirements of the Car Park Management Policy and the CPMS.

Utilise the Travelwise Manager and the wider community and networks to develop bespoke needs for the UHL, its colleagues, patients, and visitors

Person Specification

Training and Qualifications

Essential

  • Training to compliment and provide either direct understanding within the Car Parking field or another expertise to support development of the role.
  • Provide Qualification level to underpin the requirements of the role. Minimum A Level or NVQ Level 3

Desirable

  • Trained within specific areas of Car Parking Management or within Operational use of Database control of delivery output.

Experience

Essential

  • Provide good understanding of the needs of the role. Substantial (+5 years) experience in same/similar field

Desirable

  • Management of similar size and scale Car Park Solutions.

Communication and Relationship Skills

Essential

  • Ability to be a key stakeholder for Car Park Management within a variety of Focus groups across the UHL Trust
  • Be a key member within likeminded Car parking communities both within other NHS groups and Local businesses

Desirable

  • Ability to break boundaries in delivery of the Car Parking Solution.

Analytical and Judgement Skills

  • Ability to take reports and integrate across various other platforms and provide the core message and output as required.

  • Proven track record in developing a message with large groups of colleagues to enable consistent delivery across various workstreams.
