Job summary
This is an exciting opportunity to influence and transform the future of Frailty, Palliative and End of Life Services across the Birmingham, Black Country and Solihull Integrated Care System, co-designing services fit for an ageing population.
Working within a complex and rapidly evolving Integrated Care System the post holder will focus upon improving clinical outcomes, safety and experience and reducing inequalities across the Frailty, Palliative and End of Life Care Pathways.
This role supports the delivery of strategic commissioning and transformation across both unplanned and planned care, ensuring services provide high-quality outcomes, value for money, and improved population health. Working with NHS providers, primary care, local authorities and system partners, the post holder will develop and implement neighbourhood health commissioning frameworks, drive service improvement, reduce health inequalities, and identify opportunities for joint commissioning. The role also provides leadership across the portfolio, deputising for the Head of Programme and supporting continual professional development and staff management across the team.
Main duties of the job
- Support the planning, development and delivery of neighbourhood health, unplanned and planned care commissioning programmes, ensuring alignment with organisational priorities and strategic objectives.
- Build and maintain effective relationships with a wide range of stakeholders across the NHS, local authorities, providers, voluntary sector organisations and partner agencies.
- Lead and coordinate projects, managing risks, issues, resources and dependencies to ensure successful delivery of outcomes on time and within budget.
- Provide expert analysis, interpretation and presentation of data to support decision-making, business cases and service improvement.
- Contribute to service development by reviewing policies, implementing changes, identifying best practice and supporting research and innovation initiatives.
- Manage budgets and resources responsibly, ensuring value for money and compliance with financial governance requirements.
- Prepare reports, briefings and presentations for senior leaders, boards and programme groups, communicating complex information effectively.
- Lead, support and develop staff, including recruitment, performance management, appraisals and professional development.
- Deputise for the Head of Programme Frailty and End of Life Care when required and provide leadership across the directorate.
- Maintain up-to-date knowledge of healthcare policy, commissioning practice and emerging national priorities to inform service transformation and improvement.

Main duties of the job
To support the operational delivery of day to day reporting across the system, focusing on financial reporting, contracting monitoring, and performance analysis, including:
- Analyse utilisation of health and care resources at locality and neighbourhood level
- Benchmark published productivity data and ICB/provider expenditure
- Provide a solid activity and costing data
- In year monitoring of financial performance, including ERF and other activity monitoring
- Provide provider and place-based performance analytics against national standards, constitutional targets, and locally commissioned objectives
- Design, build and maintain routine reports/dashboards (Power BI/Excel) for performance standards (RTT, A&E/UEC, diagnostics, cancer, mental health, primary care) to meet the ICB delivery plans and NHSE/I assurance programmes
- Ensure reporting solutions reflect current and future national standards and NHS data definitions
- Translate service priorities into analysis plans and measurable KPIs
- To support and lead on the delivery of analytical solutions that support current and future business transformation programmes

Main duties of the job
This role supports the financial management of Acute and Community services within the ICB. Key responsibilities include producing month-end reports, supporting annual accounts, and providing financial advice to budget managers and stakeholders using Microsoft Office and Oracle.

The postholder will be accountable for:
- Supporting the Senior Finance Manager with monthly accounting processes including supporting monthly reporting to budget holders. This includes timely financial analysis and modelling on a routine and ad hoc basis to ensure that monthly reports and forecasts represent a true and fair view of the ICBs financial position.

The postholder will be accountable for:
- Supporting the Senior Finance Manager with monthly accounting processes including supporting monthly reporting to budget holders. This includes timely financial analysis and modelling on a routine and ad hoc basis to ensure that monthly reports and forecasts represent a true and fair view of the ICBs financial position.
- Supporting on the completion of Freedom of Information requests that require financial input relating to CHC, Mental health and LDA in accordance with the legislation.
- Undertake monthly reconciliation of the ledger to ensure that all transactions are coded correctly, to post ledger journals where required.
- Undertaking in-depth financial analysis, interpreting data trends and variances, and presenting findings to senior finance colleagues and stakeholders to inform strategic decisions.
- For a range of specific healthcare contracts and programme/projects/types of packages of care to be responsible for budget setting and in-year monitoring and reporting of variances and areas of risk. This will also include supporting the team to meet any external reporting requirements.

Job summary

Main duties of the job
This role supports the financial management of Continuing Healthcare (CHC) Services within the Integrated Care Board. The postholder will be accountable for:
- Assisting in the financial management process within the CHC, Mental health and LDA finance team with key duties as follows:
Processing of invoices for payment for packages of care
Month end Reporting for Team responsible areas
Annual financial management duties to support the production of Annual Accounts
Reporting of financial information as required to budget managers
Responding to routine queries from stakeholders
Application of Microsoft Office suite and other applications such as Oracle ledger
- Supporting the Senior Finance Officer in specific analysis linked to packages of care under CHC/MH/LDA including reconciliation of ledger to the ICBs client databases
- Validating invoices for payment against the client databases record of commitments and investigating reasons for differences, supporting personal health budget (PHBs) payments and audits, appeals and retrospective payment requirements
- Checking through unpaid invoices on the system for potential duplicates plus invoices without a supplier setup

Job summary
The three West Midlands ICB clusters seek a strategic Primary Care Commissioner. Employed by the Birmingham, Black Country and Solihull cluster, the post will work across the region to reduce health inequalities, improve outcomes and sustain services.
Supporting each clusters Director of Primary Care, the postholder will discharge delegated responsibilities for general medical, community pharmacy, optometry and dental services and deliver commissioning and transformation plans.
They will lead regional commissioning and shared services covering secondary care dentistry, GP estates, GMAST, pharmacy, the Pharmacy Services Regulations Committee, optometry, clinical advisers and central PMO support.
The postholder will agree priorities with each cluster, provide assurance through local and joint governance, attend relevant committees and remain accountable for hosted services.
They will lead compliant, high-quality procurement and contract management aligned with organisational activity and the Chief Strategy Officers commissioning agenda.
They will deputise for senior primary care leaders and report regularly to each clusters Primary Care Director.
The role requires hybrid working and regular attendance at Alpha Tower, Wolverhampton Civic Centre and partner sites, with at least four office-based days per week.
Main duties of the job
The post holder will be accountable for:
- Senior leadership and oversight for the provision of an efficient, effective, high quality, professional and well-coordinated contract management, commissioning and performance function for primary care, that meets all statutory and regulatory requirements and ensures that national priorities are delivered, and corporate objectives of all West Midlands ICBs met
- Senior leadership and line/operational management support for the Primary Care Commissioning POD/GMAST Team, in line with organisational policies and procedures and ensuring that work programmes are planned and carried out effectively for all functions, providing resilience where necessary
- Work closely with colleagues to ensure a whole system approach to effective surveillance of POD delivery, including identifying concerns with performance and quality of patient services, identifying improvement opportunities, providing support as required in conjunction with ICB colleagues and overseeing and managing where there are concerns with the performance and quality of services delivered
- Subject matter expertise in POD commissioning and contracting, including on emerging contract vehicles and requirements, acting as a point of contact expert for providers, colleagues, patients and other stakeholders

Job summary
The Birmingham, Black Country and Solihull (BBCS) ICB Cluster is seeking a Finance Manager Acute & Community to join our Finance Directorate. Reporting to the Senior Finance Lead ,we are looking for an individual educated to degree level in a related subject (or equivalent qualification) with significant NHS financial management experience, CCAB or CIMA professional qualification or extensive practical experience to an equivalent level.
You will be responsible for providing support to Birmingham & Solihull and Black Country Cluster to ensure the delivery of financial information and advice across various budgets in the Acute and Community portfolio to support effective management control and decision making, enabling the organisations to plan, monitor, report and use its financial resources in an effective and efficient manner, and which facilitates the achievement of the business objectives and statutory duties.

Main duties of the job
As Finance Manager Acute and Community, you will provide financial management, advice and analysis across budgets within the Acute and Community portfolio. You will support financial planning, monitoring, forecasting and reporting, enabling informed decision-making, financial control and delivery of organisational objectives.
You will manage complex financial and forecasting models, coordinate reporting, set and monitor budgets, identify cost pressures and develop mitigating actions. Working with commissioners, contracting, planning and strategic investment teams, you will support contract negotiations, financial recovery and savings plans, transformational business cases and new models of care.
The role requires strong analytical and problem-solving skills, with the ability to interpret complex financial information, investigate variances and develop solutions. You will provide specialist financial advice and present analysis to senior managers, committees and stakeholders, including NHS providers and partners. You will negotiate on complex and sensitive issues, ensuring contract values remain within available resources and deliver value for money.
You will contribute to financial strategy, service improvement, maintain accurate financial records, support statutory accounts and provide guidance to colleagues. Job summary
Are you an influential clinical leader committed to improving quality, safety and outcomes for children, young people, families and communities?
We are seeking a Quality Senior Clinical Lead to provide strategic and operational leadership across Children and Young People, Maternity and Out of Hospital Care. You will shape system-wide quality improvement, working with providers, local authorities, NHS England, regulators and partners to deliver safer, more effective and equitable care.
As a senior Quality Team member, you will lead quality and safety across designated pathways, maintain robust assurance of commissioned services, identify emerging risks and drive continuous improvement. You will provide expert clinical advice, use insight and evidence to influence decisions, and support collaborative action across the system.
You will be an experienced senior clinician with:
- Current registration as a Nurse, Mental Health Nurse or Allied Health Professional.

Main duties of the job
The postholder will:
- Provide operational leadership, clinical expertise and management support, ensuring robust systems monitor and review the quality and safety of ICB-commissioned services.
- Lead quality and safety across designated pathways and workstreams, collaborating with healthcare providers, local authorities and regulators. Take action when required and ensure mitigation plans improve patient safety, outcomes and experience.

Job summary
We are seeking applications for the role of the Lead Designated Nurse for Safeguarding in Black Country ICB.
The postholder will be responsible for strategic and operational management of the ICB designated safeguarding functions and ensuringthe ICB fulfils all statutory safeguarding duties. As such they will be knowledgeable and able to demonstrate considerable experience in all aspects of safeguarding relating to adults and children.
The postholder will provide safeguarding system leadership for a defined place, managing the local safeguarding team and workstream including the related strategic plan for their area(s) of activity. They will work with partners across the sector in the delivery of strategic priorities.
Work will be varied including provision of advice to strategic commissioners and specialist advise relating to individual cases, oversight and management of team members and deputisation for the Associate Director for Safeguarding and Partnerships.
Main duties of the job
The post holder will work as part of a team to ensure the ICB meets all statutory safeguarding duties as defined in related documents including the Safeguarding Accountability and Assurance Framework (SAAF) 2024, Working Together to Safeguard Children 2023, Intercollegiate Documents for Children and Adults 20025 and all relevant legislation.
The post holder will have a key role in relation to strategic leadership for safeguarding, system assurance and quality of safeguarding arrangements and delivery of Multi-Agency Priorities for adults and children. Expert clinical advice, learning and improvement and workforce development are key components of the role.

Job summary
We are seeking applications for the role of the Lead Designated Nurse for Safeguarding in Black Country ICB.
The postholder will be responsible for strategic and operational management of the ICB designated safeguarding functions and ensuringthe ICB fulfils all statutory safeguarding duties. As such they will be knowledgeable and able to demonstrate considerable experience in all aspects of safeguarding relating to adults and children.
The postholder will provide safeguarding system leadership for a defined place, managing the local safeguarding team and workstream including the related strategic plan for their area(s) of activity. They will work with partners across the sector in the delivery of strategic priorities.
Work will be varied including provision of advice to strategic commissioners and specialist advise relating to individual cases, oversight and management of team members and deputisation for the Associate Director for Safeguarding and Partnerships.
Main duties of the job
The post holder will work as part of a team to ensure the ICB meets all statutory safeguarding duties as defined in related documents including the Safeguarding Accountability and Assurance Framework (SAAF) 2024, Working Together to Safeguard Children 2023, Intercollegiate Documents for Children and Adults 20025 and all relevant legislation.
The post holder will have a key role in relation to strategic leadership for safeguarding, system assurance and quality of safeguarding arrangements and delivery of Multi-Agency Priorities for adults and children. Expert clinical advice, learning and improvement and workforce development are key components of the role.
