We have an opportunity for you to join us as a Complex Care Officer.
We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate which includes a new approach to Care Sourcing and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire, in a compliant and efficient way.
To deliver this business-critical function, we are seeking to appoint an outstanding officer to join our team who will source and secure the right advice, care and support package in complex cases for adults with an assessed eligible need, across all care types, at the right time and at the right cost.
Our Officers caseload will include, but not be restricted to instances where it is necessary to undertake micro commissioning and competitive tendering processes, utilising existing frameworks and contracts or via the open market. They will work on all aspects of commissioning and procurement to identify options and undertake the end-to-end sourcing for complex needs, liaising extensively and establishing positive relationships.

Main duties of the job
You will be:
- A professional with some experience of commissioning, procurement, project management or a related discipline, demonstrating detailed understanding and knowledge of the public sector, health, social care commissioning, procurement legislation, regulations, policies, best practice and markets.
- Someone with experience in building and maintaining effective relationships at all levels, with strong communication and negotiation skills, the ability to provide effective challenge with sensitivity and diplomacy along with expert analytical and report writing skills which support effective, informed decision making.
- Knowledge and understanding of return on investment models, market analysis, benchmarking, supplier development, supply chain management, market management, evaluation models and contract management processes.

Job responsibilities
To manage a caseload, working under the direction of the Complex Care Senior Officers, to source and secure the right advice, care and support package in complex cases for adults with an assessed eligible need, across all care types (residential, nursing, home, community, supported etc), at the right time and at the right cost.
The caseload will include, but is not be restricted to, instances where existing frameworks and contracts terms cannot deliver the specific individual requirements or where for individuals or groups of individuals, it is necessary to undertake competitive tender processes, utilising existing frameworks and contracts or via the open market, in order to source the right care and support solutions.
They will work on all aspects of commissioning and procurement to identifying options and undertake the end-to-end sourcing for complex needs, liaising and establishing positive relationships with practitioners, individuals and providers.
It requires knowledge and understanding of local care markets as well as national and Council procurement and processes, practice, legislation and regulations in order to support microcommissioning and tendering exercises.
1. Identifying and implementing options for care and support packages within the appropriate cost and service requirements, and the end-to-end sourcing for complex requirements. This will include liaising with practitioners, providers and individuals to support tendering and contracting processes.
2. Undertake negotiations with providers, utilising market intelligence to understand the capacity and capability and acting as the Councils commercial astute client to support financial scrutiny and deliver value for money, with cost avoidance and or savings where practicable; ensuring financial contributions/top ups are effectively implemented and all processes are completed to enable prompt and accurate provider payments.
3. Ensure all procurement and care sourcing activity undertaken complies with regulatory frameworks (including CQC), Procurement Legislation, organisational policies and procedures, and professional codes of conduct, and aligns with the Corporate Risk Strategy.
Throughout each stage of the procurement and care sourcing process, ensure that potential risks are identified, managed and minimised, and escalated as appropriate.
4. Challenge the way existing services are commissioned and use market analysis to identify best practice Provider services and support on innovative delivery models. This will include formal and informal decision-making reports, assisting in the delivery of fit for purpose and compliant commissioning routes, associated tender processes and documentation, assisting in the evaluation of tender submissions, supporting risk management and contributing to the resolution of issues, disputes and or complaints throughout the commissioning lifecycle.
5. Responsible for the drafting and preparation of effective tender processes ensuring that services and goods are commissioned and procured within the set budget allocation and that value for money efficiency gains are realised wherever possible. This includes responsibility for leading or assisting, subject to risk and complexity as appropriate, in development and delivery of procurement programmes in designated portfolio of services.
6. Liaise with commissioning leads, contract managers, practitioners and individuals to ensure the efficient and effective transfer from the commissioning and tendering process onwards to accurately complete and maintain individual placement agreements.
7. Build, manage and maintain strong working relationships with commissioning leads, contract managers, practitioners, individuals and providers. Support new ways of working within the team and across service areas, with practitioners, providers, partners and individuals.
- Where there are shortfalls as mapped against anticipated demand, work with the market to support development of the necessary capacity and/or capability.
- Identify and escalate as appropriate opportunities to further develop services on behalf of the Council and other partners locally and regionally.

Ensure practice contributes to and is consistently aligned with the delivery of Adult Care and Community Wellbeing strategic commissioning strategies, approaches and intended outcomes as well as all Council policies, practices and behaviour expectations. Remaining up to date and compliant with all relevant legislation, regulations, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice.
9. Maintain the Councils databases, case and management information systems ensuring accurate, timely and comprehensive records for all complex care placements.
10. Analyse data concerning complex care placements and producing intelligence and insight reports to meet Service, Directorate and Council requirements.
11. Undertake research into service specific markets including benchmarking of services, costs and commercial and contracting approaches, and contribute to the stimulation and engagement of the market for services in designated portfolio.

To help us achieve this, we are seeking two additional exceptional individuals who will ensure commissioned services are procured effectively to deliver safe, high-quality, value-for-money outcomes, and meet requirements within allocated budgets.
Our Senior Procurement Officers are responsible for the design, management and delivery of professional, commercially robust and fully compliant tendering processes to ensure fit for purpose service provision, efficiency benefits, quality improvements and financial savings where practicable.
They work collaboratively across a wide range of internal and external partners and stakeholders to proactively provide professional advice, guidance and support on all commercial and procurement matters for commissioned services to support compliance and risk management, continuous improvement, service transformation and improved outcomes for the residents of Lincolnshire.

You will be

1. We have an opportunity for you to join us as a Senior Complex Care Officer.

Job responsibilities
To source and secure the right advice, care and support package in the most complex cases for adults with an assessed eligible need, across all care types (residential, nursing, home, community, supported etc), at the right time and at the right cost.
The management of the most complex cases includes, but is not restricted to instances where existing frameworks and contracts terms cannot deliver the specific individual requirements or where for individuals or groups of individuals, it is necessary to undertake competitive tender processes, utilising existing frameworks and contracts or via the open market, in order to source the right care and support solutions.

We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire in a compliant and efficient way.

In supporting the establishment of our new high performing, innovative, evidenced based commissioning function, the Market Shaping Manager will influence the development and delivery of a proactive, sustainable and diverse adult care market which meets current and future needs, and in doing so, delivers our Care Act market shaping and provider sustainability duties.
The Market Shaping Manager will establish robust working relationships, collaborating internally, across the care system and with the care market. They will lead a proactive and direct approach to market shaping, maximising a range of levers including utilising robust data, intelligence and quality insight, to anticipate risk, influence commissioning decisions and assure the Council of market stability, capacity, safety and performance.

What we are looking for
- Someone with a professional degree level qualification in a relevant discipline, such as commissioning, research, planning, business management or equivalent knowledge and substantial experience across adult social care commissioning or strategy. Along with a management qualification or significant experience in a management role.
- Significant experience in commissioning, market development or strategy. Demonstrating a robust understanding of adult social care markets, market economics, workforce challenges, and marketshaping and sustainability duties under the Care Act.
- A proven ability to evidence effective outcomes through intelligence led market shaping, development, growth and innovation. With experience of leading on the design and implementation of flexible, creative and imaginative approaches, which underpin continuous improvement.
- Someone with advanced analytical and technical capability, with experience of developing and using business intelligence, reporting and analytical tools to bring together complex qualitative and quantitative information from multiple sources.
- Ability to translate complex data into meaningful strategic insight, identify trends, risks and opportunities, and communicate these clearly to support senior decision-making, commissioning and market development.

Job summary
We are recruiting relief/bank Approved Mental Health Professionals to support the work of our 24 hour AMHP Service.
This is an opportunity for an experienced and dedicated person to join our countywide Approved Mental Health Professionals (AMHP) service as a Relief AMHP.
The role is only open to those who are already qualified as an AMHP.
As a Relief AMHP joining the 24/7 AMHP Service, you will undertake work on a rota basis, coordinating and completing Mental Health Act assessments as well as responding to urgent social care requests out of hours, in accordance with the relevant legislation and under the guidance of the management team.
These roles will be primarily home based with travel (as required) across the county and to the Lincoln Office. As an organisation we value the wellbeing of our employees and recognise the importance of work/life balance.
Standard shifts are 13 hours long, starting at either 08:00 or 20:00, though there is flexibility for variance in this for relief shifts.
Relief AMHPs will be able to apply to work advertised shifts on an ad hoc basis where additional AMHPs are required.

You will:

What we are looking for:
- Relevant degree or equivalent level qualification or equivalent significant end-to-end commissioning knowledge, skills and experience within the adult care sector more broadly and in particular at least one of the priority portfolio areas (Early Intervention & Prevention, Living Well or Ageing Well). This must also include advanced knowledge of all relevant legislation as well as national and local regulations, guidance, priorities, policies and procedures.
- Recent and relevant end-to-end commissioning delivery experience, spanning activity across all stages of the commissioning cycle, with evidence of successful implementation at each stage and an understanding of the interdependency of the activity and application of continuous learning whilst progressing through the cycle.
- Demonstrable experience in the application of analytical, judgemental, creative and development skills, to analyse and interpret highly complex information and make recommendations. All of which being used to draft the documents, papers, reports and communications required to engage stakeholders and support informed decision making through appropriate internal and external governance arrangements.

We are establishing a new approach to Care Sourcing within our Adult Care Directorate and seek an experienced, motivational manager to help us establish this business-critical function and play a key role in meeting our statutory obligations and duties through ensuring the right advice, care and support is provided, at the right time and at the right costs.

What we are looking for:
- A relevant degree level qualification or extensive relevant professional experience in commissioning and public procurement; the social, health care profession; programme and project principles which support strategic commissioning; delivering change management within a complex organisation. Ideally with a Chartered Institute of Purchasing and Supply (CIPS) Professional Qualification or equivalent experience.
- Knowledge, experience and direct application of principles which support strategic procurement and deliver commissioning outcomes and value for money. Along with demonstrable commercial astuteness to manage markets, undertake complex negotiations and address contractual performance issues in a manner which constructively resolves conflict.
- Proven ability to manage and develop a successful multi disciplined team, establish and maintain effective partnerships and relationships. Job responsibilities
The Care Sourcing Team is a business critical function for the Adult Care and Community Wellbeing (ACCW) Directorate and plays a key part in helping the Council meet its adult care statutory obligations and duties within allocated budgets, whilst driving cost effective, high quality care arrangements for individuals and delivering value for money principles.
The Team Manager will lead in operationalising the strategic vision and direction for Care Sourcing, providing effective leadership and management of the Care Sourcing Team working on services across the whole of the ACCW Directorate. Incorporating all sourcing, including for cases of complex care, acting as the key interface between practitioners, providers and adults with an assessed eligible need, to ensure the right advice, care and support is provided, at the right time and at the right costs through established contract and framework mechanisms and also for example, micro-commissioning, compliant procurement, sourcing, tenders, brokerage and negotiation.
Working with services for all care requirements to facilitate delivery across a range of commissioning categories throughout the ACCW directorate including for example, but not restricted to: Residential and Nursing Care, Homecare, Reablement, Community Supported Living, Short Breaks and Emergency Provision, Intermediate Care, Day Services, Shared Lives Schemes, supporting timely placements in all cases.

Oversee the day-to-day leadership and management of the care sourcing function for all advice, care and support, encompassing cases of all levels of complexity, leading a multi skilled team of 25-30 officers, to understand needs, provide advice, co-design delivery, plan, source and secure services through optimising the most appropriate mechanisms, and monitoring delivery to improve outcomes.
With direct line management responsibilities for the Team Leader and Complex Care Senior Officers to ensure care sourcing alignment in all instances with commissioning strategies, Directorate priorities, Council ambitions and the discharge of statutory duties, including the Procurement Act 2023, Care Act 2014 as well as the Councils constitution, standing orders, financial regulations, Contract and Procurement Procedure Rules CPPRS, commissioning and procurement frameworks.
Operating across the full care sourcing team to deliver the right care, at the right time and cost with the right outcomes, through the most appropriate mechanism including but not restricted to transparent, fair and compliant micro-commissioning, tendering, contracting and negotiations along with securing successful outcomes from commercially astute brokerage, securing commitments and utilizing contractual levers to meet needs.
To step into any of the brokerage functions as required and have oversight of all packages or placement requirements across the team, for all levels of complexity. To ensure that all support requirements are commissioned appropriately, that support packages and placements that are purchased are in line with commissioning and contractual arrangements and any outstanding cases are appropriately escalated to ensure resolution.

The Care Sourcing Team is a business critical function for the Adult Care and Community Wellbeing (ACCW) Directorate and plays a key part in helping the Council meet its adult care statutory obligations and duties within allocated budgets, whilst driving cost effective, high quality care arrangements for individuals and delivering value for money principles.
The Team Manager will lead in operationalising the strategic vision and direction for Care Sourcing, providing effective leadership and management of the Care Sourcing Team working on services across the whole of the ACCW Directorate. Incorporating all sourcing, including for cases of complex care, acting as the key interface between practitioners, providers and adults with an assessed eligible need, to ensure the right advice, care and support is provided, at the right time and at the right costs through established contract and framework mechanisms and also for example, micro-commissioning, compliant procurement, sourcing, tenders, brokerage and negotiation.
Working with services for all care requirements to facilitate delivery across a range of commissioning categories throughout the ACCW directorate including for example, but not restricted to: Residential and Nursing Care, Homecare, Reablement, Community Supported Living, Short Breaks and Emergency Provision, Intermediate Care, Day Services, Shared Lives Schemes, supporting timely placements in all cases.

Oversee the day-to-day leadership and management of the care sourcing function for all advice, care and support, encompassing cases of all levels of complexity, leading a multi skilled team of 25-30 officers, to understand needs, provide advice, co-design delivery, plan, source and secure services through optimising the most appropriate mechanisms, and monitoring delivery to improve outcomes.
With direct line management responsibilities for the Team Leader and Complex Care Senior Officers to ensure care sourcing alignment in all instances with commissioning strategies, Directorate priorities, Council ambitions and the discharge of statutory duties, including the Procurement Act 2023, Care Act 2014 as well as the Councils constitution, standing orders, financial regulations, Contract and Procurement Procedure Rules CPPRS, commissioning and procurement frameworks.
Operating across the full care sourcing team to deliver the right care, at the right time and cost with the right outcomes, through the most appropriate mechanism including but not restricted to transparent, fair and compliant micro-commissioning, tendering, contracting and negotiations along with securing successful outcomes from commercially astute brokerage, securing commitments and utilizing contractual levers to meet needs.
