Job summary
ABL Health deliver the Healthy Lifestyle service in Gloucestershire, commissioned by Gloucestershire County Council . This transformative service works collaboratively with communities to transform the lives of the local population. The service supports residents to help them lose weight, stop smoking, reduce alcohol consumption, get more active and improve their wellbeing - all embedded in sustainable behaviour change. The service will also deliver the Healthy Beginnings programme supporting families with healthy lifestyles through pregnancy to childs second birthday, as well as the Healthy Workplace award scheme
Main duties of the job
The successful candidate will provide strong practice leadership, driving quality improvement and supporting the planning, development and delivery of the Gloucestershire service. You will lead and manage a team of Advisors, overseeing performance, supervision, professional development and the delivery of evidence-based interventions. The role will involve conducting observations and care record audits, monitoring KPIs and outcomes, producing performance reports, and working closely with data and professional leads to embed the integrated service strategy. You will build effective relationships with primary, secondary and community care stakeholders, support referral pathways and promotional campaigns, contribute to governance and multidisciplinary meetings, and deliver training where required. You will also ensure high standards of record keeping, compliance with policies and procedures, and the safe and effective delivery of Healthy Lifestyle Services, while contributing to continuous improvement and the wider social value of the service.

Job responsibilities
This is a leadership role where the post holder will have a real influence on the clinical and operational excellence of the service. The post holder will take a pro-active lead in building relationships, partnerships and alliances in the community, secondary care, and primary care settings, and supporting specialist advisors to deliver outcomes that benefit clients referred to the service. About The Team & Role
Were looking for a full-time Programme Manager on a fixed term contract until March 2028.
Come and work for a rewarding organisation, joining our Data and Intelligence Strategy Team as we help Gloucestershire County Council become a more insight-driven and intelligence-led organisation. The team sits within Planning, Performance and Insight service and works across the council to deliver the Data and Intelligence Strategy portfolio of work, supporting better decision-making, improved services and stronger outcomes for Gloucestershires communities.
As Programme Manager for the Data Availability Programme, you will play a key role in turning the strategy into reality. You will coordinate work across multiple teams, directorates and support services to improve how data is accessed and used across the council. This will include managing programme governance, complex dependencies, risks, benefits and stakeholder engagement, while helping to support the delivery of priority data products and analytical outputs.

About the Job
The post holder will be responsible for leading the development and implementation of ambitious, complex and multi-faceted data and intelligence strategy programmes and projects, including elements of system redesign, remodelling of services, behaviour change and delivery of savings.
This is what we need you to do
Manage one or more data and intelligence strategy programmes and projects through their lifecycle from initiation to delivery of benefits
Oversee projects within the programme, providing leadership for the programme under the direction of the strategic lead Lead on the development and communication of robust programme and project plans and business cases, engaging stakeholders in the process, and managing the gateway approvals process for the programme
Be responsible for programme governance, (including stakeholder management, change control, risk and issue management and escalation, monitoring and evaluation, quality assurance, resource management) ensuring that corporate requirements are met
Manage project managers assigned to the programme, providing them with leadership, direction and oversight, managing interdependencies and resolving conflicts
Take overall responsibility for programme deliverables, working closely with colleagues to ensure that the changes are understood, owned and embedded within the business itself.
Provide matrix management for all staff and resources assigned to the programme, including programme team members and support services
